Victoria University Vice-Chancellor professor Grant Guilford says its vaccination mandate for students and staff in university halls has had positive feedback.
Guilford told Checkpoint as they looked to expand the mandate across campus, it would have to be a "high trust model".
"The next step now for us is to undertake consultation. We've had some good guidance on our obligations under the Health and Safety at Work Act and the new pastoral care code of practice.
"We're of the view this is the right thing to do, it's pretty straightforward, the risk analysis, and you're going to have legal comeback, either way, you manage this. We would certainly have legal comeback if we did not do all that was practical to protect our students and staff."
He said discussions were still on but mandating vaccinations for all staff and students was the direction they were thinking in.
Guilford said it was the right thing to do.
"It wouldn't be a decision about whether someone can study with us or not. It would just be a decision about whether they could come onto the campus or live in our halls of residence."
He said the mandate was already a requirement for access to the halls of residence; a decision on access to the broader campus would be made later this year.
